"Beta" and "complete" are not the same thing. "Beta" implies a level of instability -- both in terms of rapid or incompatible changes by the developers and in terms of crashing -- and also some level of completeness in the sense of reaching the short-term goals for that release number (17.1, 17.2, 17.3, etc).
But the idea that a video editor is "complete" in some absolute sense would indicate software at End-of-Life, which I wouldn't want to use.
I'm guessing, based on the thread name, that you're saying that if they're done with the features for this release, they should be able to document them. And I imagine that's exactly what they're doing. It's taking longer than I would like, but it's not as if there's no documentation at all, and BMD documentation is the most extensive of any software I've ever used.
