1) You have to match your PC's HDMI port to display the exact same format the ATEM is configured in. It will work - you just have to configure the PC display properly. If you cannot do that - please give us more information on your setup/settings.
2) DVD players almost always implement HDCP (copy protection) on their HDMI output. This signal allows them to be displayed on a TV - but will prevent a device such as the ATEM from using them. Assuming that is the case (I suspect it is) there is nothing you can do to make it work.
For the TVS your solution may be to a) run the DVD via your PC (assuming you get that working) or b) use Component output from a DVD player and then a Component to HDMI converter (note: you will have to match the exact settings used in the TVS of course).
