There are some "cut only" RAW editors out there. They're used for trimming clips down so you can save on storage and transfers.
It's possible for Resolve to have functionality like that where you could, say in the Media Pool, set in/out points and save out a new raw file that was just shortened. Or if you put raw clips into a timeline, export the edit as a set of shortened raw files and an EDL that referenced them. This would be great for dailies and such.
