The addendum is in the dmg for Mac (no idea on windows). The updated whole manual will come with the production version... I think...

There is a pdf manual for v16 dated August 2020; I downloaded it from the BM website a couple of months ago.

It's 116MB and 3,590 pages long.

Why would a company release a manual while a program is in Beta? People are Beta Testing, finding bugs, writing and submitting reports, and code/features are being modified. Only once that is settled the manual can be properly completed.
Alexis mentioned the manual is still in the editing phase. Expect it after the GM or first major release.

It seems like Resolve 17 was released today but I don't see a manual yet.

But I've found the information in 16 manual to be very incomplete for most topics I've researched, even though it's 3500+ pages. I usually have to ready the forums or watch an endless list of YouTube videos...

Like what topics? None of these will magically be fixed in the V17 manual when it's complete unless BMD knows about them. (Excepting V17-only features, of course.)

I've found pretty much everything I've read in the forums is in fact in the V16 manual. It can be hard to find and I've only stumbled onto it later, but it is worth reading the whole thing.

The DaVinci Resolve Reference Manual PDF that comes up on my v17.1 machine is from August 2020 still.

Is that a philosophical question? No software of this complexity is ever out of beta!

But is it usable? Yes, IMHO, but I use a Mac.
On a PC there are a few more troubles due to variability of configurations. Some are as stable as any Mac, some are not.
No, an iGPU is not enough, and you can't use HEVC 10 bit 4:2:2 in the free version.

"Beta" and "complete" are not the same thing. "Beta" implies a level of instability -- both in terms of rapid or incompatible changes by the developers and in terms of crashing -- and also some level of completeness in the sense of reaching the short-term goals for that release number (17.1, 17.2, 17.3, etc).

But the idea that a video editor is "complete" in some absolute sense would indicate software at End-of-Life, which I wouldn't want to use.

I'm guessing, based on the thread name, that you're saying that if they're done with the features for this release, they should be able to document them. And I imagine that's exactly what they're doing. It's taking longer than I would like, but it's not as if there's no documentation at all, and BMD documentation is the most extensive of any software I've ever used.

Regarding German: I have no idea if it's in the works, but some of the basic training material is available and there is also a German forum which has links to pretty good video tutorials in the language: www.davinci-resolve-forum.de

Of course, I can also have a PDF machine translated on the PC - it's just very tedious ...

What is the reason why BM offers the SW in various languages (also new now Thai (ภาษาไทย) and Vietnamese (Tiếng Việt) ), just not in German? DaVinci Resolve is also sold in German-speaking countries ...

Personally, I'd rather there not be upgrades at all because I would happily do without relearning tools every year just so companies can say they "improved" something.

While I consider stability more important than features, I like quite a few of the improvements in 17.
Often joy is in the small features.

@Peter Chamberlain has said elsewhere that the finished Resolve 17 manual will be available "end of April." So that means about 2 more weeks.

I want to preface this with the caveat that the free version is great for its capabilities.

As an independent software developer I find it kind of absurd that the lack of clear documentation makes this program harder to learn than something as complicated as Blender, which while complicated has clear, well written documentation.

Every single time I need to learn something I have to sort through 5 or 10 basic youtube videos to find how to actually use the tools beyond the one example they all are referencing.

If I missed it I apologize, but given the many threads and zero presence on your "learning" pages of any sort of useful fusion documentation, it seems you value obscurity in order to capitalize on selling learning videos, over ease of use.

With all of that said, I am having a HUGE issue with forking over $299 for independent use if my youtube method is the only way to go. Simply don't have the time, esp when it would be solved with keeping updated documention, which in my mind should be a given for any expensive software.

Will we see a Fairlight 17 guide? Most recent I've seen is Fairlight Audio Post with DaVinci Resolve 16.

Doubt many will print or buy book version. Printed references for software will be outdated before ink dries.

You mean a textbook? I think new editions are forthcoming for Resolve Color, Resolve Editing, Resolve Fusion, and Resolve Fairlight, plus an overall intro to the whole thing, so they're on the way.
