IO card bypasses some potential color messups from OS side and outputs standardized video signal.
How much OS intervenes with color is difficult topic, because depends a lot on OS and application itself. As far as I know, rendering opengl surfaces can bypass all color management from OS and thus can be valid way to produce accurate color through gpu itself. But implementations can vary, so most people prefer IO. There is a lot of FUD surrounding gpu output, and a lot of it is "I heard it form the internet" kind of fuss with little actual technical backing.
