I create a series of "Dummy Templates" that are all preset to the frame rate, aspect ratio, and other config settings that I need, including pre-built bins, timelines, everything (assuming this is a regular client). All I have to do is say, "OK, it's Client X, and we'll need 23.98fps and 1.78 HD," and I open that empty template, do a Save-As with the Client and Project name, then load media and start working.
My standard mantra is, "if I can't walk in the room and be billing the client and making money within five minutes, I'm doing something wrong." This method solves that problem -- assuming, of course, the media is already copied onto our system RAIDs.
