[Bug] Shortcut for "Edit Subclip..." does nothing

Assigning a shortcut key to "Edit Subclip...." does nothing.

Reproduction Steps

1. Assign a shortcut key to "Edit Subclip..."
2. Create a subclip and place on timeline.
3. In the edit page, select subclip and press assigned shortcut key

Result: Nothing happens
Expected: Dialog box comes up to edit subclip, same as right clicking and selecting edit subclip.

The shortcut key is appearing in the menu beside the item so it is being assigned but takes no action.

I've run into cases where a desired Keyboard Customization shortcut doesn't work. Or cases where the first time you hit the keys, it fails... then the second time it works. I gots no explanation.
