Hello all. I've just had this invisible database / library issue occur (DR18.6.5, Mac Studio, Ventura, local thunderbolt storage) and it had me stumped for quite a while. Exactly the same behaviour and system messages as above.
SOLUTION (for now): Similar to the above, I manually altered the dblist.conf preference file so that the 'local' library was on the final line. This made the library visible in the side panel the next time I started Resolve. It seems to be persistent until disconnecting the library.
I wanted to try to replicate the issue and observe exactly what disappeared and when, so I disconnected the 'disappearing' library (let's call it library A) from the project manager window and checked the dblist.conf file. The file had apparently updated as it should and the library A entry was removed. I then tried to reconnect A, and a subtle bug appeared: the projects area to the right of the library list did indeed display the correct content for A (just a duplicated template file in this case), but the library panel was highlighting the wrong library (B), that was already connected from a previous session. It was located on the same drive, in a different folder, but completely unrelated otherwise.
I clicked into another connected library C randomly, and then immediately back into B, and the displayed projects reverted back to the actual, correct projects on disk for library B. It was like I briefly saw a ghost image of library A projects which disappeared after clicking away.
Checking the dblist.conf file again showed it added library A as the last entry, just as before. So it seems anything underneath the Local library is not displayed in the library list of the project manager.
Def seems like a bug to me! Hope this is useful info for someone. Apologies if all the 'library this and library that' was a bit soporific.
