changing frame rate for a dissolve transition

How do you change the frame rate of a clip in 16 studio. I often want to stretch out the dissolve section or stretch out a section of bird flight. My attempts at changing the frame rate for just a clip in a timeline have not been successful. When you change the frame rate do you have to change the frame rate of the entire time line?
If you do have to change the frame rate for the entire timeline, can I suggest that this be a new ability for future resolves, is to be able to change frame rates for just one section. thanks Penelope

I always advise folks start out by doing some training before working on a real project. It's very helpful.

Ok . It is called speed ramping. this youtube clip helped me out.
