You must do this before adding clips to the Timeline.
Select a clip or clips (it works on multiple selected clips at the same time) in the media bin. Right click on one of them and select Clip Attributes then the Audio tab. Change Format to Mono and Tracks to 2, and hit Add. You will get two mono tracks in addition to the stereo one. If you don't require the stereo one it can be removed via the bin symbol you will get if you move the mouse pointer to it.
Clips will now import into the Timeline with two mono tracks.
