Yeah.. now do the same thing again but change the name of the file to JoeSmith.jpg
Seems to be a Windows issue, as the Panner behaves as expected on OS X (even with a stereo clip on a 5.1 track, both with Pan automation written and without).

It's almost as if the Rotate control has been adjusted (and only for L,C,R), but in your screenshot it is still in the default position.
