Two things to look at:
1. Have you installed the Blackmagic Control Panels software? If yes and you don’t have the hardware, uninstall that.
2. Are you using a VPN? Deactivate that temporarily or put Resolve in your VPN settings into split tunneling.
Other things to look at would be your plugins. Do you have installed third party OFX plugins, VST plugins?
OFX plugins can be found here:
C:\Program Files\Common Files\OFX\Plugins\
C:\ProgramData\Blackmagic Design\DaVinci Resolve\Support
ProgramData is a hidden folder, you can get to it by manually copying and pasting, or typing %programdata% into the address bar of an explorer window.
