For 1, I have left some hints on the github page. You can test whether it works or not by placing the second card into one of the main slots of your motherboard (if you have any). For example, you can switch it with your GPU. When I did tests like this, I was able to get both of the cards working, but obviously it wasn't acceptable as I wanted my GPU to be in the main x16 slot. Another test you can do is try using one of the BMD cards together with some other PCIe cards (e.g. wifi, bluetooth, whatever you have at hand), and both cards will usually work fine. It's only when you install two BMD cards, that they both stop working.
For 2, do I understand correctly that you're trying to use *two* Quad Recorders? I don't have that card, so I can't check it, but ask any friend hobbyist who has a soldering iron and a digital multimeter – they'll be able to find the PERST line, follow the traces, find the 10kΩ pull-down, and remove it. You can start by doing this to one card only, and that should be enough.
