The guy goes a bit over the top. Understandable though, because of the absurd verbiage patterns of Adobe lawyers. Over and over.
As, where they could check your data is when you use their servers for some of the advanced machine learning things. And as it's on their servers, at that point, they have some legal liability to be concerned about.
They do not have authority within this, or actually the capabilities, to scan through your computer and study your files. They can get rough usage data at times, like say, use of specific effects. Which is used to prioritize engineering schedules.
But oh my, do their lawyers write intelligently stupid stuff. So they ask for any abuse they get over this crap.
