Exactly. Optimized media is for machines having a hard time decoding your sources, not just for faster rendering.
But, of course, if your sources are hard to decode, it'll play a role when rendering too. You can set up a good codec like Cineform or DNxHR (on PC) and with the target resolution and use those files for delivery. Depending on the rest of your hardware, this won't always help with smooth editing.
