This is all redundant anyway, move clips up/down is only alt-arrow because that's how it's set in keyboard shortcuts i.e. you can change it to a single keystroke if you like and then you'd be stuck. So it would be better to ask for a User Preference for whether the command overwrites clips (while also effectively deleting them) or not.
In Premiere it does but in Avid it does not, you can move clips on top of others and then reveal the underlying clip just by moving the overlying clip again, and it will only commit to the overwrite if you play that part of the timeline (though if you have Segment Mode set to Insert it will instead move clips out of the way entirely). So it's another case where different behaviours will suit different types of editor.
