Hanging up at Loading Project Settings

My Resolve Studio 19.1.3 regularly hangs up at Loading Project Settings splash screen for a minute. Below is the relevant excerpt from the ResolveDebug.txt. This just started happening all of the sudden several months ago and has persisted since.

I've seen staff recommend uninstalling the Control Panels software if you don't have any Panels.
