If we are talking about a file with mic 1 on the left track and mic 2 on the right you can do this. In the Media Pool right click on a clip, open Clip Attributes, and select the Audio tab. Change Format to Mono and tracks to 2, then click Add. You will now get two mono tracks. You can delete the Stereo track by clicking on the bin icon next to it. When you drag the clip to the timeline it will create two mono audio tracks.

I've not tried this with multiple clips selected at the same time.
