Resolve needs to cut on the # of things that need a restart

I mean a Resolve restart, not an OS reboot.

For example, I have the Decklink Mini 4K something, which is enabled in the preferences. Sometimes I open a project, and even if my TV set is off and I'm not previewing with the card, but rather with the clean feed on my second monitor, the project opens and plays fine. I can open it 20 times, and work on it for hours without a problem.

But sometimes, I get this:

So I have to go into the preferences and disable the Decklink card, and it's another thing that needs Resolve to restart. Changing the audio driver, same thing.

But there are many more things besides these two that won't take until you restart Resolve. It would be great if there were far less of those. Changing the audio driver especially, shouldn't need Resolve to restart, especially when Resolve takes its sweet time to do so.
