Resolve for PC crashing on Video Plugins even with blocklist

I'm a Windows user. I've installed Resolve 19 recently, and I can't get past the splash screen. I've tried everything I could search for without uninstalling the plugins I need for other editing software and none of it worked. I've tried adding both a blocklist and a blacklist to the directory below, but I still get the same crash. Only Fusion Studio responded well to the blocklist but not Resolve at all. Is there anything I can do with this? Here is the directory and the linked blocklist for reference below.

Five months and no reply. If no one's going to bother answering, I'll stick to other software.

No reply possibly means that others have not experienced this exact problem. One of the causes of Resolve not launching is if you have Topaz installed. If you have you need to uninstall it. Another starting problem appears to be if you are using a VPN such as Nord.
These are two possible causes that I have gleaned from the forum as I don't suffer from crashing myself.

Go to C:/Program Files/Blackmagic Design/DaVinci Resolve/ and run CaptureLogs.bat application then post a link to filesharing site.

I had already uninstalled Resolve months ago, but I want to make a suggestion for the next version. I think like Fusion, Resolve should be allowed to start-up while bypassing the OFX plugins that make it crash. That way I won't have to uninstall the plugins I need for the other software. Also, I don't have Topaz OFX nor use a VPN.
