Yeah, I've seen this happen. My guess is that it's queued up a whole bunch of files in the buffer, and it just can't instantly slam the door shut and stop the train from going down the tracks. I have particularly seen this in what you call a "high-load render" (or what I'd call a big, bulky render with a lot of effects and titles and tons of source material).
One thing I do is this: before I render a big mofo project, I'll render out some :30 second tests just to make sure everything is fine -- resolution, aspect ratio, audio track assignments, slates, versions, color space, burn-ins, and so on. Once I verify that everything is kosher, then and only then do I hit the big switch and let it render out the whole show, which could take an hour or two.
I realize this doesn't solve your problem, but it is a method for avoiding the need to stop in the first place. If you know everything is going well, then there's no need to stop the render.
