Constallation / URSA Broadcast Talkback Issue

Hello everybody!

I am running a Constellation and four URSA Broadcast cameras. Unfortunately, I am not getting talkback from the cameras back to the switcher. When I key the mic (PTT), I am hearing sidetone in the headset on the camera end. The cameras can hear the talkback from the switcher, as well as RET. But no TB from cameras to switcher :| Additionally, I am running out PRD-TB and ENG-TB to external Talkback devices (over RJ45) and am getting good audio there both ways.

Troubleshooting already done:
- Verified that Talkback is enabled in ATEM Software Control on Production channel
- Verified signal chain from ATEM to Cameras and Cameras to ATEM (no image issues, and full CCU/Tally)
- Verified that Cameras are "on" in Fairlight (no camera audio is used in PGM tho)
- Verified that Cameras are set to "Switcher" for Program Audio setting
- Verified "Headset Mic Level" is set to 100 on Cameras in Talkback Settings pane
- Verified that Production channel is turned on on Switcher front panel
- Swapped multiple headsets on Camera (but still hearing its own sidetone on all just fine)
- Swapped cables between Cameras/Switcher (both Belden 1694A and 4505R)

Signal Chain:
ATEM Constellation (PGM Output) > BMD Mini Converter SDI 4k Distro > Camera

I'm sure I must be missing something simple here...any ideas?!
