This doesn't make any sense. I'm not sure if you mean that B&H pays the distributor from which it gets its cameras for shipping and therefore instructs them to hold until they receive a bulk order; or if you mean that B&H holds end-customers cameras to ship in bulk. If the latter, then this is almost surely not the case, as B&H ships items (every minute of) every day (except Saturday!) to customers. The former also sounds unlikely, as these shipping costs are likely to be negligible compared to the value they get from shipping them to customers.
More likely is that these are being sent my BMD in bulk to their distributors once per week (perhaps without even sending to each geographic distributor every week), then the distributor distributes them to the retailers. Indeed, Grant Petty has consistently discussed shipments in terms of output per week. This would reduce BMD's shipping costs and seems far more likely than BMD shipping cameras one-by-one or even day-by-day to the same distributor. Thus, there is a lumpiness to the distribution of cameras. The lumpiness is far more likely at the source (BMD) than at the retailer.
