is conflict resolution missing?

am i missing a trigger somewhere to get it happening
the story;
conformed a show on 14.3, a bit over hundred clips linked to incorrect media, an assist used "confflict resolution" to find and replace clips, took her about an hour
re-conformed the show as test in v15, could not find a way to get "conflict resolution" to open - no icon on the clips in question, no drop down menu joy
replacated on two machines, w10/v15.0.30
