scaling footage down leaves black areas in the frame

I am compositing in resolve 15 public beta 4. I have two 4k videos that I am keying out and scaling down and repositioning in the frame. When I reposition the footage the new frame is black where ever the edge of the old frame ends.

-Image 3, the Monitor Scaled and Re-positioned. Every time I reposition the background gets cropped. What is up???

Any help would be appreciated.

What happens if you garbage-matte the foreground key?

This should work. Is the behavior any different from 14?

No. The problem is re positioning the non keyed objects. If I garbage mask the woman I still need to move her and when I do the frame moves and crops the background. In After Effects once a key is pulled the the subject is virtual and can be placed any where (I think it's the same in most Compositors and NLE's). I may need to use Fusion which I have no clue and it's still beta buggy and crashes. I Have been locked out of projects because the file became so corrupt.

Marc is correct.

If using a garbage matte is not working for you then you are probably doing it wrong. It works perfectly for me.
Resolve 20.0 Mac OSX 15.5 Sequoia, Monitor 3G, FSI SDI grading monitor.
