Measuring Loudness

Is there any way to 'scan' a complete program to get the final Loudness measure? Doing it in real time is...painful. And wholly unnecessary.

ffmpeg can do it for free. Adobe Media Encoder does it also+ actual R128 normalisation.
There are also other free plugins and tools. Use google.
