Windows 10 + Davinci 15 + DeckLink Mini Monitor = No Video

I've got a Windows 10 machine that has the latest video setup drivers installed. I've tried changing it to a number of resolutions and matching that with Davinci but all i ever get is a black screen on the monitor. The monitor is receiving signal which is simply just a black screen no matter what I do. If I select a resolution the screen doesn't like it tells me it's not supported. When it supports it it syncs up and I just get a black screen.

No matter what settings I change in davinci I never get anything on the screen.

Ideas? The content is 1080 and I'm trying to monitor at 1080, the screen supports 108060i, I also tried 720

An update so naturally I missed a crucial step,

Preferences > Video and Audio IO and select Decklink Mini in there.

However now new issue,

it seems that although the video "plays" there's green strobing lines making the video monitor useless.

It's an Acer H243H and I've tried a few HDMI cables.

Try setting 1080p

Did it work with version 14?
My disaster protection: export a .drp file to a physically separated storage regularly.

Try reseating the PCI-e card. That usually works for me.

Tried reseating no luck

Also I've downloaded premier to give it a go and one might say this card brings back memories of the 90s with the output its giving me. Instead of green strobing images that davnci was giving me with Premier I instead get maybe 1fps playback of a blocky image. It "plays" video, but as if it's being processed with a 1990s system.

To note this system is a Windows 10 system thats capable of playing the video back and it has no issue playing it on one of the external displays connected to a video port. But this decklink doesn't seem to be having much life.

Use any other software that supports BM cards. FireFly Play (free) is coming to my mind.
