I want to scroll through a longish take and select certain bits of it for future use. Is there an easy way to do this without having to cut on the in/out points on the timeline?

You can use duration markers or subclips ... just mark the range using In point and Out point as normal, then right click within that range on the jog bar and choose either "Convert In and Out to Duration Marker" or "Create Subclip" from the context menu.

Aha! In the preview pane.. not in the timeline

One wonders why its possible then to mark in/out on the timeline?

Have you never heard of a three point edit? It's a fundamental technique of editing.
