This thread is the only thread I've found that solved the problem - thanks to roobarb!
I have a little more detail on this fix that worked for me. I have 2 GoPro Hero 5 Black cameras that I was trying to use with a:
Blackmagic Design DeckLink Quad HDMI Recorder PCIe Card
After failing a number of times, I came here and saw just an offchance blurb about roobarb getting it to work using an HDMI splitter.
I am using this HDMI Splitter (YMMV):

overview of setup:
Micro HDMI cable from GoPro runs to IN on HDMI Splitter and a regular HDMI cable from one of the 2 outs runs to the capture card.
1. PC is on (I have the BlackMagic Desktop Video Setup displayed to the corresponding video input I'm trying to enable)
2. GoPro is turned off and the HDMI Micro is not plugged in at this point.
3. turn on GoPro
4. Plug in HDMI Micro to GoPro - the back of the GoPro will go dark
5. you'll see on the front of the GoPro display screen an image of a projector or TV appear - this means the link or "bridge" is working.
6. You should see on the Desktop Video Setup display, below video input, the GoPro settings will appear - meaning that the Blackmagic Design DeckLink Quad HDMI Recorder PCIe Card is reading the GoPro - and you should be all set.
