When I switch to the edit page the "track destination selection" items are clickable and I can choose track 3 as the destination, but when I got Shift-V it still just selects clips on track 1. And when I switch back to the cut page it still just uses track 1 for the destination when I do shift-v there too.
I think I have it working now. I have to turn off Auto Track Selector on every track except for the one track that I do want it to auto select. That's pretty absurd interface behavior, but whatever, you gotta take the bad with the good I guess.
It seems much more logical if the default behavior would be for key commands to apply to the selected track. Maybe in a future version. Thanks for the help.

You can make it a bit easier by holding Alt/Option when clicking the track selector you want to use. That enables it for that track and disables the other ones.
