Fusion tools menu cut off / doesn't scroll

The Fusion tools menu does not scroll when the list gets too long:

At least one submenu is cut off.
Using the scroll wheel doesn't work.

This is still not fixed.
There are a lot of sub-menus and menu items that are not accessible because of this ridiculous bug.
A fix would be great.

Make sure Display Scaling is set to 100%.
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

It is set to 100%.

I noticed that the scrolling with the mouse wheel works only the first second you move the mouse over the tools menu. As soon as a sub-menu of the tools opens (which just happens automatically), it blocks the scroll wheel input. That's the problem. You have a second to scroll, otherwise you have to re-open the menu.

As a workaround, you should be able to navigate the menus with the keyboard once they're open. Up/down arrow to highlight the next or previous menu item, right arrow to dive into a submenu, enter to activate the currently highlighted item. Hopefully this will cause the menu to scroll when you arrow down to items that fall off the bottom of the screen.
