If I color correct videos in Resolve 17 and export with Premiere XML, is there any quality loss?

Depends on the format you're starting out with and the format you're exporting.

I am using MP4 video files from a Go Pro or a Camcorder imported into Resolve. I will be exporting in Premiere with H.264.

Why go to Premiere Pro?
My Biases:

You NEED training.
You NEED a desktop.
You NEED a calibrated (non-computer) display.

XML contains no media. We can't really talk about quality loss in this case.
