Black lines on left side and top of cropped images in 17

Only started getting this issue after updating, have never had it before. Some images have it, some don't, there doesn't seem to be any rhyme or reason to it as some are jpgs other are pngs and some of each have this problem. I have tried changing scaling options to no avail. Attached image is from preview window but it shows in rendered product too. Has anyone seen this and how might it be fixed?

Yeah, there looks to be an alpha bug with scaling in 17.

Someone in another thread suggested changing the Resize Filter in Preferences might help.
