There are two scenarios that I know of that could cause this. This is guess work as I have zero details about your system, OS, and Resolve version.
If you are using the free version of Resolve and the video files are 10bit you will usually not get a picture. The free version only supports 8bit files. If you are using a desktop computer that has a discrete GPU (graphics card) your monitor needs to be plugged into the GPU and not the onboard graphics socket.
