Switched to Studio 460.89 and got back to normal.
Since 461.09 is a "460 Relase Driver", I'd assume that this is rather a Gaming Driver issue than a 461.09 issue. Anyway nVidia is in the process of transforming the Quadro channel to an RTX channel. As a side effect the Studio drivers may increasingly differ in more than a longer release cycle from the Gaming Drivers. I see no sense to install the Gaming Drivers on a Resolve machine [yes, nVidia Xperience might trick you into that].
What was the last Gaming driver that you had installed?

460.89 works well for me with 17b18. I don't have an RTX machine for testing purposes, though.
Would it still crash with a fresh configuration [rename "{%ProgramData%|%APPDATA%}\Blackmagic Design\DaVinci Resolve" to "DaVinci Resolve.del", rename "%USERPROFILE%\Resolve.*.userprofile" to Resolve.*.userprofile.del]?
